Kathe Shelby Leadership Award

Kathe Shelby

Named in honor of Kathe Shelby, former director of the Ohio Department of Education's Office for Exceptional Children (2008-2011), the annual Leadership Award recognizes an outstanding special education leader in Ohio who demonstrates exceptional and effective skills in improving the quality of special education programming for Ohio's school children. Kathe epitomized what it meant to display initiative, influence, and respect toward children with special needs, including their parents, special and general education teachers, related services personnel, and school administrators. Kathe passed away in 2011, but recipients of the Leadership Award carry on the spirit and work of Kathe Shelby as they seek to honor her legacy.

Jami Wallbank
Intervention Specialist, Indian Hill High School

With more than 24 years of teaching experience, Jami Wallbank (B.S.Ed, M.Ed) serves as an intervention specialist and work study & transition coordinator at Indian Hill High School. She has dedicated her career to creating meaningful opportunities for students with disabilities, ensuring they are supported both academically and through real-world experiences. Jami designed and launched the school’s work study program and community-based instruction program, connecting students with businesses and organizations across Cincinnati. These initiatives build employability skills, foster independence, and prepare students for successful transitions into post–high school careers.

In addition to her instructional work, Jami actively contributes to school improvement and strategic planning as a member of the building and district leadership teams. She also champions inclusion by fostering community partnerships and promoting student engagement in authentic workplace settings. Her leadership and commitment to student success recently contributed to Indian Hill High School earning the prestigious Unified School designation, recognizing the school’s efforts to create a fully inclusive educational environment. Passionate about student growth, career readiness, and community engagement, Jami continues to advocate for innovative practices that empower every learner to thrive in their future careers and in life.
